Is Fostering Pay the Same Across Wales?

If you’re considering becoming a foster parent, it’s completely natural to wonder: “Is fostering pay the same across Wales?”. The simple answer is no - fostering pay is not the same across Wales. At Family Fostering Partners, we believe in being open and transparent about fostering finances. Fostering is both a deeply rewarding role and a significant commitment, so it’s important to understand how fostering pay in the UK, and specifically Wales, really works.

In this blog, we’ll explain how fostering allowances and fees work, why payments vary, and what you can realistically expect when exploring fostering pay in the UK.

How Does Fostering Pay Work in Wales?

Foster parents in Wales receive a Fostering Allowance.

This allowance is designed to cover the day-to-day costs of caring for a child, including food, clothing, travel, school activities, and household expenses. The Welsh Government sets recommended minimum fostering allowance rates. Fostering agencies and local authorities have flexibility in how they structure any additional payments beyond that baseline. This is why fostering pay in the UK can vary from one area - or one agency - to another.

Tax and Fostering: Qualifying Care Relief

Most foster parents benefit from Qualifying Care Relief, a special tax scheme that usually means that the fostering allowance is tax-exempt. This makes fostering financially viable, with many people choosing to commit to fostering on a full-time basis.

Additional Payments

At Family Fostering Partners, we recognise the financial challenge of giving up full time work to foster on a full time basis. That’s why we created the “Be There To Care” scheme – a practical financial support scheme designed to help new foster parents during the transition from approval to being matched with their first child. This helps ensure carers can fully commit to fostering without financial pressure whilst waiting to be matched.

Why Isn’t Fostering Pay in the UK the Same Everywhere?

Fostering pay in the UK varies for several reasons:

1. The Needs of the Child

Some children require additional support. Caring for a child with complex medical needs, for example, requires a high level of time, skill, and support; therefore, the fostering allowance is often higher. Fostering payments in the UK should reflect:

  • increased time commitment,
  • specialist care skills or training required,
  • additional appointments or travel.

3. Age of the Child

If you choose to foster older children, you may receive a higher fostering allowance. Generally, their living costs including food, clothing, and social activities, are higher and the fostering allowance reflects this.

4. The Type of Fostering Placement

Some types of fostering such as parent and child fostering, require extra support and specialised training, and this is reflected in a higher fostering allowance.

Differences Between Agencies and Local Authorities

Each fostering service structures its payments differently; however they must meet the minimum fostering allowance rate. Additional payments may include:

  • additional fee levels,
  • enhanced allowances,
  • retention bonuses,
  • specialist training payments.

FAQs About Fostering Pay in Wales

How much do foster carers get paid per week in Wales?

Payments vary depending on the child’s age, needs, and the fostering service you work with. Here’s an example of what you could receive…

Jim looks after a 16-year-old for the full 52 weeks of the year, he also helps to care for a 11-year-old for 10 weeks of the year. Using these figures, Jim would not pay tax on the first £49,580 he earns from fostering:

Tax exemption = £19,690 (Household Tax exemption) + Child 1 (52 x £495) + Child 2 (10 x £415)

Tax Exemption = £19,690 + £25,740 + £4,150

Total = £49,580

Are fostering allowances taxable?

Technically yes, however HMRC’s Qualifying Care Relief means that most foster parents won’t pay tax on their fostering allowance.

Do agencies pay more than local authorities?

At Family Fostering Partners, we offer enhanced support and training alongside a competitive fostering allowance.
